Its recommended to send your Document Package via USPS because according to official website, USCIS has fully implemented the Secure Mail Initiative (SMI), which uses U.S. Postal Service (USPS) Priority Mail with Delivery Confirmation to deliver certain immigration documents pertaining to travel and employment authorization in a safe, secure and timely manner.
SMI provides USCIS customers many benefits, including:
>The ability to track the status of their documents with USPS tracking information
>Quicker delivery—on average, documents sent through USPS Priority Mail should arrive two to four business days sooner than with first-class mail
Above guidance is for individuals with existing TPS holders only, according to my personal knowledge. There may be variations on individual basis. Those who are filing late TPS or those who have different scenarios are recommended to seek profession help and visit official website.
