Hi Everyone!
I need the help regarding OFFICIAL TRANskript. The college in the US is asking it to be sent to them in a sealed envelope directly by the issuing institution. I made a call to TU. They do not know clearly what that means.

The college says like this:

Transkript Request Instructions:

You must submit official transkripts of all undergraduate and graduate academic work from each college or university attended and have them sent to the following address:

Paper transkripts are only considered official by Fuller Seminary if they arrive at Fuller's Admissions Office in an envelope sealed by the issuing academic institution. Once sealed by the issuing institution, the envelope containing the transkript should not be opened by anyone (including the applicant) except a member of Fuller's staff.

Electronic transkripts must come through an official third-party transkript vendor service and must be sent directly to the email address of the college. If your school does not use an official third-party vendor service, you must request an official paper transkript instead. Scanned transkripts that are received as email attachments will not be accepted as official, regardless of the sender.

If you graduated from an institution, the official transkript must include the degree awarded and conferral date (for institutions outside of the U.S., a diploma certificate showing the degree awarded and conferral date may need to be requested in addition to the official transkript). It is at the discretion of the Office of Admissions to determine U.S. degree equivalency. You may be required to have your transkript officially evaluated by an external agency; please contact the Admissions Office for details.

How shall I do this?
Please give me ideas?
Does anyone know about official transkript vender service?
Do I need official transkript for Bachelors only or is it necessary for +2 also?
Please help. It is urgent.

@Sashi Kiran,

You can do one of following two:
1. Take photocopies of all the transkripts and the degree certificates to TU Balkhu (When I did it was in Jamal). Hand them photocopies and originals and envelop, pay the fee. They will tell you when to come. THey will attest the photocopies, seal the envelop and give it back to you along with the originals. You can send the sealed envelop to the university you intend to enroll in.

2. Take photocopies and originals to USEF (US educational Foundation) (I think it is in Gyaneshwor). GIve it to them and pay the fee. They won't give you sealed envelop, but they will write a letter explaining the system in Nepal.

I did both of these and both of them worked for me. I had applied to 11 universities at that time so I sent attested copies from TU to some and from USEF to others. I didn't have any problems.
