When I compared A# between old OPT card and the TPS receipt they are different? Is it normal? I thought they were supposed to be same. I even filled up the A# on the TPS application from old OPT card but it came out different on the TPS receipt. I am assuming they issue different A# for different category of work visas. Anybody know anything about it? For example when you apply for H1 B and greecard did they issue two different A#s?

Yes it is normal. OPT bata aune A# praya 1 bata suru huncha....Visa applicant haru ko A# praya 3 bata suru huncha........ra yo dubai temporary A# ho.......2 bata suru hune A# chai permanent huncha....tyo chai change hudaina.....GC/ asylum/ refugee/deportation/u-visa yestai yestai khalko case haru ma permanent A# assign huncha ra tyo life var tei huncha...... I assume TPS bata aune A# 2 bata suru huncha and thats for your life... it is also called USCIS# and it is not going to change again.
