Take a look at MN Universities (St. Cloud, Mankato, Moorhead, Marshall, Bemidji). BTW, what are you intending to study (major?). Best wishes!

Bellevue University in Nebraska will suit their needs perfectly. It's ridiculously cheap. I'm not quite sure about the quality, though.
Most of the state Universities in MN are reasonably priced w/ Mankato being the pick of the lot.

Arkansas Tech univeristy, minnesota st. univ. mankato are some of the affordable universities i know for graduate programs. Does anyone know any other universities/colleges that offer in-state tuition fee or scholarship/assistantship/fellowships etc. for graduate schools? I prefer texas or oklahoma, but other options are welcome as well. thanks.

Looper, every single elite University offers GA, TA et al.
If you're looking into colleges that you can afford (by coughing up $$ off your pocket), then there are plenty of colleges in WV, MS, OK (Oklahoma Christian University).
Maharishi University of Management in Fairfield, Iowa is one University that I'd highly recommend - especially if you're pursuing a college in computer science. Almost all of their graduates are recruited by fortune 500 companies. It's quite affordable and I believe, they offer good scholarships, too.

@riddle thanks for your response. I heard about Maharishi University before but never bothered looking at it before. Anyways, I did check out Maharishi University's computer science program. Their application processing seems quite complex to others but looks promising. Will give it a try.
