In case you notice those drivers caught in general are Tamangs. All day they entertain themselves playing cream board, watching movies and being fooled by Indians and Mao chor netas. Most of them are dropped out or rejected from factories, restaurents and political parties. So taxi driving is their last bastion where their old habits come into play--cheating taxi commuters. No traffic cops are after them to get some money. So loopholes creates another loopholes.
